יחדו, “together,” may have the sense of “at the same time,” or it may mean “in one gathering.” Jerusalem’s significance for the world at large is recognized, a significance that resides only in the fact that God is there (2:1–4; 65:17–66:24). It is confirmed as YHWH’s own word, spoken by his own פי, “mouth.” This anthropomorphism stresses the reality of YHWH’s decision and his word.
