Second, there is the issue of Israel as a unique entity. Again, covenant theology does not allow for two peoples of God, but only one, and this one is the elect; it is the church; it is the spiritual Israel. Physical or ethnic Israel sometimes is this church, but sometimes it is not. This view leads to the concept that not only was the way and the means and the salvation always the same, but the content of faith was always the same. Here too, a great deal of NT knowledge must be imputed to the OT
