The first is the suzerain-vassal covenant. This is a treaty between two parties where one is normally in a stronger position, and the other maybe is in a weaker position, but there is an obligation on both sides. Each side is committed to their relationship. So for example, if a king were to conquer another country, he might establish now a covenant with them, and he would say, “Here’s what we’re going to do, and here’s what you’re going to be responsible to do for me: taxes and tribute. Here’s what
