The point is that, even though God’s offer of peace goes out to all, only his chosen people—the people who receive Christ and trust him as Savior and Messiah and Lord, will experience the peace he brings. You get a glimpse of this meaning in Luke 10:5–6, Jesus says to his disciples, “Whatever house you enter, first say, ‘Peace be to this house!’ [that’s the offer of peace to all] And if a son of peace is there, your peace will rest upon him.
