seems more likely (so JB).26 It can scarcely mean that the hesitators were included among the worshipers; Matthew is saying that there were those who worshiped and there were those who hesitated. But why did they hesitate? Perhaps they were not sure that the person they were seeing was the one who was crucified. Perhaps they were not sure that Jesus really was risen; they may have wondered whether they were seeing a vision, not a real person. Perhaps they were not sure that it really was Jesus
