[16] In that day, Jerusalem will receive prophetic oracles of salvation and encouragement, not prophetic indictments and threats of impending judgment. “Do not be afraid” is a very common element in oracles of salvation, and it is often used to introduce them (2 Kings 19:6; Isa. 7:4; 10:24; 35:4; 40:9; 41:10; passim).
