Paul wrote Romans primarily to address a situation involving the Roman churches. In other words, a conflict among the Christians in Rome prompted Paul to write his letter. Wedderburn (2004, 64–65), for example, suggests that Paul was concerned about the friction between “Judaizing Christians and supporters of a Law-free gospel” among the Roman congregations.
