BENGEL, who does not accept ἐν Ἐφέσῳ, renders: qui præsto sunt, referring to Acts 13:1; Rom. 13:1. But the passages cited, Acts 13:1: κατὰ τὴν οὖσαν ἐκκλησίαν, and Rom. 13:1: αἱ δὲ οὖσαι ἐξουσίαι, by the participle of εἶναι mark only present existence and validity (in the churches which are existing there at present, the powers ruling there at present),
