Unlike in Ezek. 36:16–38, the prophet here offers no explanation for what God is going to do for Israel. There is no apparent motivation; it is a completely gratuitous act on God’s part. Restoration when it comes will be the result of a free decision of God. Israel (the dry bones) can only be passive recipients of God’s power and benevolence. In 37:12b–13 the imagery changes somewhat from the valley of dry bones to “graves.” These verses may be the work of a later traditionalist adding his reflections
