drawn is that God’s will is of highest moral quality (ἀγαθόν), of highest ethical quality (εὐάρεστον), and of highest spiritual quality (τέλειον).23 Paul uses three word groups in discussing God’s will: θέλημα/θέλω (27 times), βούλημα/βουλή (2 times), and πρόθεσις/προτίθεμαι (6 times).24 Θέλημα, -τος, το is a general term that denotes desire or purpose (Rom. 1:10; 2:18; 12:2; 15:32).25 Βούλημα, -τος, το is a more specific term that denotes resolve or decision (Rom. 9:19).
