It seems strange that Luke mentions speaking in tongues in phases one and three, but not here in phase two. Still, the apostles must have had some tangible way of knowing that when “they laid hands on them … they received the Holy Spirit.” There is no denying that speaking in tongues is one of the biblical evidences of being filled with the Holy Spirit, but I do not agree that it should be seen as the one and only validating physical evidence.
