This is where the Holy Spirit directs the writers in the choice of their words. Those who take this view will deny pretty vociferously that this is dictation. In other words dictation (which is the view we will talk about a little bit next) has God sort of whispering the words into the writer’s ear or in some way actually dictating what’s going on, in this case the verbal theory. They don’t want to say that. They don’t want to have God whispering in the ear, but yet they do want to have God responsible
