19:6Otherwise the blood avenger will chase after the killer in the heat of his anger, eventually overtake him,14 and kill him,15 though this is not a capital case16 since he did not hate him at the time of the accident. 19:7Therefore, I am commanding you to set apart for yourselves three cities. 19:8If the Lord your God enlarges your borders as he promised your ancestors17 and gives you all the land he pledged to them,1819:9and then you are careful to observe all these commandments19 I am giving20 you today (namely, to love the Lord your God and to always walk in his ways), then you must add three more cities21 to these three. 19:10You must not shed innocent blood22 in your land that the Lord your God is giving you as an inheritance, for that would make you guilty.2319:11However, suppose a person hates someone else24 and stalks him, attacks him, kills him,25 and then flees to one of these cities. 19:12The elders of his own city must send for him and remove him from there to deliver him over to the blood avenger26 to die.
Footnotes
- 14 Heb “and overtake him, for the road is long.”
- 15 Heb “smite with respect to life,” that is, fatally.
- 16 Heb “no judgment of death.”
- 17 Heb “fathers.”
- 18 Heb “he said to give to your ancestors.” The pronoun has been used in the translation instead for stylistic reasons.
- 19 Heb “all this commandment.” This refers here to the entire covenant agreement of the Book of Deuteronomy as encapsulated in the Shema (Deut 6:4–5).
- 20 Heb “commanding”; “which I enjoin on you today.”
- 21 You will add three more cities. Since these are alluded to nowhere else and thus were probably never added, this must be a provision for other cities of refuge should they be needed (cf. v. 8). See P. C. Craigie, Deuteronomy (), .
- 22 Heb “innocent blood must not be shed.” The Hebrew phrase דָּם נָקִי (dam naqiy) means the blood of a person to whom no culpability or responsibility adheres because what he did was without malice aforethought ( דָּם 4.b).
- 23 Heb “and blood will be upon you” (cf. , ); “thereby bringing bloodguilt upon you.”
- 24 Heb “his neighbor.”
- 25 Heb “rises against him and strikes him fatally.”
- 26 The גֹאֵל הַדָּם (go’el haddam, “avenger of blood”) would ordinarily be a member of the victim’s family who, after due process of law, was invited to initiate the process of execution (cf. Num 35:16–28). See R. Hubbard, 1:.

lest the avenger of blood in hot anger pursue the manslayer and overtake him, because the way is long, and strike him fatally, though the man did not deserve to die, since he had not hated his neighbor in the past. Therefore I command you, You shall set apart three cities. And if the Lord your God enlarges your territory, as he has sworn to your fathers, and gives you all the land that he promised to give to your fathers— provided you are careful to keep all this commandment, which I command you today, by loving the Lord your God and by walking ever in his ways—then you shall add three other cities to these three, lest innocent blood be shed in your land that the Lord your God is giving you for an inheritance, and so the guilt of bloodshed be upon you.
“But if anyone hates his neighbor and lies in wait for him and attacks him and strikes him fatally so that he dies, and he flees into one of these cities, then the elders of his city shall send and take him from there, and hand him over to the avenger of blood, so that he may die.

NIVNew International Version (2011)
Otherwise, the avenger of blood might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbor without malice aforethought. This is why I command you to set aside for yourselves three cities.
If the Lord your God enlarges your territory, as he promised on oath to your ancestors, and gives you the whole land he promised them, because you carefully follow all these laws I command you today—to love the Lord your God and to walk always in obedience to him—then you are to set aside three more cities. Do this so that innocent blood will not be shed in your land, which the Lord your God is giving you as your inheritance, and so that you will not be guilty of bloodshed.
But if out of hate someone lies in wait, assaults and kills a neighbor, and then flees to one of these cities, the killer shall be sent for by the town elders, be brought back from the city, and be handed over to the avenger of blood to die.

Otherwise, the avenger of blood in the heat of his anger might pursue the one who committed manslaughter, overtake him because the distance is great, and strike him dead. Yet he did not deserve to die, since he did not previously hate his neighbor. This is why I am commanding you to set apart three cities for yourselves. If the Lord your God enlarges your territory as he swore to your ancestors, and gives you all the land he promised to give them—provided you keep every one of these commands I am giving you today and follow them, loving the Lord your God and walking in his ways at all times—you are to add three more cities to these three. In this way, innocent blood will not be shed, and you will not become guilty of bloodshed in the land the Lord your God is giving you as an inheritance. But if someone hates his neighbor, lies in ambush for him, attacks him, and strikes him fatally, and flees to one of these cities, the elders of his city are to send for him, take him from there, and hand him over to the avenger of blood and he will die.

NLTNew Living Translation
“If the distance to the nearest city of refuge is too far, an enraged avenger might be able to chase down and kill the person who caused the death. Then the slayer would die unfairly, since he had never shown hostility toward the person who died. That is why I am commanding you to set aside three cities of refuge.
“And if the Lord your God enlarges your territory, as he swore to your ancestors, and gives you all the land he promised them, you must designate three additional cities of refuge. (He will give you this land if you are careful to obey all the commands I have given you—if you always love the Lord your God and walk in his ways.) That way you will prevent the death of innocent people in the land the Lord your God is giving you as your special possession. You will not be held responsible for the death of innocent people.
“But suppose someone is hostile toward a neighbor and deliberately ambushes and murders him and then flees to one of the cities of refuge. In that case, the elders of the murderer’s hometown must send agents to the city of refuge to bring him back and hand him over to the dead person’s avenger to be put to death.

LEBThe Lexham English Bible
He does this lest the avenger of blood might pursue after the killer, because he is hot with anger and he overtakes him, because it is a long distance to the city of refuge, and so he kills him, but he did not deserve a death sentence, because he was not hating him before. Therefore I am commanding you, saying, ‘You shall set apart three cities.’ Then if Yahweh your God enlarges your territory just as he swore to your ancestors and gives to you all the land that he promised to give to your ancestors, then if you diligently observe this entire commandment that I am commanding you today by loving Yahweh your God and by going in his ways at all times, then you shall add three more cities for yourselves to these three. Do this so that innocent blood will not be shed in the midst of your land that Yahweh your God is giving to you as an inheritance and thereby bloodguilt would be on you.
But if someone hates his neighbor and lies in wait for him and rises up against him and murders him, and the murderer flees to one of these cities, then the elders of his city shall send and take him from there, and they shall give him into the hand of the avenger of blood, and he shall be put to death.

KJV 1900King James Version
Lest the avenger of the blood pursue the slayer, while his heart is hot, and overtake him, because the way is long, and slay him; whereas he was not worthy of death, inasmuch as he hated him not in time past. Wherefore I command thee, saying, Thou shalt separate three cities for thee. And if the Lord thy God enlarge thy coast, as he hath sworn unto thy fathers, and give thee all the land which he promised to give unto thy fathers; If thou shalt keep all these commandments to do them, which I command thee this day, to love the Lord thy God, and to walk ever in his ways; then shalt thou add three cities more for thee, beside these three: That innocent blood be not shed in thy land, which the Lord thy God giveth thee for an inheritance, and so blood be upon thee. But if any man hate his neighbour, and lie in wait for him, and rise up against him, and smite him mortally that he die, and fleeth into one of these cities: Then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die.
