Zechariah 4:6–10
6 So he said to me, “This is the word of the Lord to Zerubbabel:x ‘Noty by might nor by power,z but by my Spirit,’a says the Lord Almighty.
7 “What are you, mighty mountain? Before Zerubbabel you will become level ground.b Then he will bring out the capstonec to shoutsd of ‘God bless it! God bless it!’ ”
8 Then the word of the Lord came to me: 9 “The hands of Zerubbabel have laid the foundatione of this temple; his hands will also complete it.f Then you will know that the Lord Almighty has sent meg to you.
10 “Who dares despise the dayh of small things,i since the seven eyesj of the Lord that range throughout the earth will rejoice when they see the chosen capstonea in the hand of Zerubbabel?”k

8 Then the word of the Lord came to me, saying, 9 “The hands of Zerubbabel have laid the foundation of this house; his hands shall also complete it. Then you will know that the Lord of hosts has sent me to you. 10 For whoever has despised the day of small things shall rejoice, and shall see the plumb line in the hand of Zerubbabel.
“These seven are the eyes of the Lord, which range through the whole earth.”

His hands shall also finish it;

10 For who hath despised the day of small things?
For they shall rejoice, and shall see the plummet in the hand of Zerubbabel with those seven;
They are the eyes of the Lord, which run to and fro through the whole earth.

6 Then he said to me, “This is what the Lord says to Zerubbabel: It is not by force nor by strength, but by my Spirit, says the Lord of Heaven’s Armies. 7 Nothing, not even a mighty mountain, will stand in Zerubbabel’s way; it will become a level plain before him! And when Zerubbabel sets the final stone of the Temple in place, the people will shout: ‘May God bless it! May God bless it!’ ”
8 Then another message came to me from the Lord: 9 “Zerubbabel is the one who laid the foundation of this Temple, and he will complete it. Then you will know that the Lord of Heaven’s Armies has sent me. 10 Do not despise these small beginnings, for the Lord rejoices to see the work begin, to see the plumb line in Zerubbabel’s hand.”

8 Then the Lord spoke his word to me again, saying, 9 “Zerubbabel has laid the foundation of this Temple, and he will complete it. Then you will know that the Lord All-Powerful has sent me to you.
10 “The people should not think that small beginnings are unimportant. They will be happy when they see Zerubbabel with tools, building the Temple.
“(These are the seven eyes of the Lord, which look back and forth across the earth.)”

These seven are the eyes of Yahweh which are ranging throughout the whole earth.

6 So he said to me, “A message came to Zerubbabel from the Lord. He said, ‘Your strength will not get my temple rebuilt. Your power will not do it either. Only the power of my Spirit will do it,’ says the Lord who rules over all.
7 “So nothing can stop Zerubbabel from completing the temple. Even a mountain of problems will be smoothed out by him. When the temple is finished, he will put its most important stone in place. Then the people will shout, ‘God bless it! God bless it!’ ”
8 A message came to me from the Lord. His angel said, 9 “The hands of Zerubbabel have laid the foundation of this temple. His hands will also complete it. Then you will know that the Lord who rules over all has sent me to you.
10 “Do not look down on the small amount of work done on the temple so far. People will be filled with joy when they see Zerubbabel holding the most important stone.
“The seven eyes on the stone are the eyes of the Lord himself. He looks out over the whole earth.”
