Footnotes
- 29 Or “in that day” (). The verb that introduces this verse serves as a discourse particle and is untranslated; see note on “in the future” in .
- 30 The Hebrew term translated “sovereign master” here is אֲדֹנָי (’adonai).
- 31 The Hebrew text reads, “the sovereign master will again, a second time, his hand.” The auxiliary verb יוֹסִיף (yosif), which literally means “add,” needs a main verb to complete it. Consequently many emend שֵׁנִית (shenit, “a second time”) to an infinitive. Some propose the form שַׁנֹּת (shannot, a Piel infinitive construct from שָׁנָה, shanah) and relate it semantically to an Arabic cognate meaning “to be high.” If the Hebrew text is retained a verb must be supplied. “Second time” would allude back to the events of the Exodus (see vv. 15–16).
- 32 Or “acquire”; , , , “recover.”
- 33 Heb “the remnant of his people who remain.”
- 34 Perhaps a reference to Upper (i.e., southern) Egypt (so , ; “South Egypt”).
- 35 Or “Ethiopia” (, , ).
- 36 Or “Babylonia” (, , , ).
- 37 Or perhaps, “the islands of the sea.”
- 38 Or “the banished of Israel,” i.e., the exiles.
- 39 Heb “turn aside”; , , “depart.”
- 40 Heb “hostile ones of Judah.” Elsewhere when the substantival participle of צָרָר (tsarar) takes a pronominal suffix or appears in a construct relationship, the following genitive is objective. (For a list of texts see 865 III צָרַר) In this case the phrase “hostile ones of Judah” means “those who are hostile toward Judah,” i.e., Judah’s enemies. However, the parallel couplet that follows suggests that Judah’s hostility toward Ephraim is in view. In this case “hostile ones of Judah” means “hostile ones from Judah.” The translation above assumes the latter, giving the immediate context priority over general usage.

In that day the Lord will extend his hand yet a second time to recover the remnant that remains of his people, from Assyria, from Egypt, from Pathros, from Cush, from Elam, from Shinar, from Hamath, and from the coastlands of the sea.
He will raise a signal for the nations
and will assemble the banished of Israel,
and gather the dispersed of Judah
from the four corners of the earth.
The jealousy of Ephraim shall depart,
and those who harass Judah shall be cut off;
Ephraim shall not be jealous of Judah,
and Judah shall not harass Ephraim.

NIVNew International Version (2011)
In that day the Lord will reach out his hand a second time to reclaim the surviving remnant of his people from Assyria, from Lower Egypt, from Upper Egypt, from Cush, from Elam, from Babylonia, from Hamath and from the islands of the Mediterranean.
He will raise a banner for the nations
and gather the exiles of Israel;
he will assemble the scattered people of Judah
from the four quarters of the earth.
Ephraim’s jealousy will vanish,
and Judah’s enemies will be destroyed;
Ephraim will not be jealous of Judah,
nor Judah hostile toward Ephraim.

On that day the Lord will extend his hand a second time to recover the remnant of his people who survive—from Assyria, Egypt, Pathros, Cush, Elam, Shinar, Hamath, and the coasts and islands of the west.
He will lift up a banner for the nations
and gather the dispersed of Israel;
he will collect the scattered of Judah
from the four corners of the earth.
Ephraim’s envy will cease;
Judah’s harassing will end.
Ephraim will no longer be envious of Judah,

NLTNew Living Translation
In that day the Lord will reach out his hand a second time
to bring back the remnant of his people—
those who remain in Assyria and northern Egypt;
in southern Egypt, Ethiopia, and Elam;
in Babylonia, Hamath, and all the distant coastlands.
He will raise a flag among the nations
and assemble the exiles of Israel.
He will gather the scattered people of Judah
from the ends of the earth.
Then at last the jealousy between Israel and Judah will end.
They will not be rivals anymore.

And it shall come to pass in that day,
That the Lord shall set his hand again the second time
To recover the remnant of his people,
Which shall be left, from Assyria,
And from Egypt, and from Pathros,
And from Cush, and from Elam, and from Shinar,
And from Hamath, and from the islands of the sea.
And he shall set up an ensign for the nations,
And shall assemble the outcasts of Israel,
And gather together the dispersed of Judah
From the four corners of the earth.

And the adversaries of Judah shall be cut off:
Ephraim shall not envy Judah,
And Judah shall not vex Ephraim.
