24:3Moses came8 and told the people all the Lord’s words9 and all the decisions. All the people answered together,10 “We are willing to do11 all the words that the Lord has said,” 24:4and Moses wrote down all the words of the Lord. Early in the morning he built12 an altar at the foot13 of the mountain and arranged14 twelve standing stones15—according to the twelve tribes of Israel. 24:5He sent young Israelite men,16 and they offered burnt offerings and sacrificed young bulls for peace offerings17 to the Lord. 24:6Moses took half of the blood and put it in bowls, and half of the blood he splashed on the altar.1824:7He took the Book of the Covenant19 and read it aloud20 to the people, and they said, “We are willing to do and obey21 all that the Lord has spoken.” 24:8So Moses took the blood and splashed it on22 the people and said, “This is the blood of the covenant23 that the Lord has made with you in accordance with all these words.”

Footnotes

  1. 8 The general consensus among commentators is that this refers to Moses’ coming from the mountain after he made the ascent in 20:21. Here he came and told them the laws (written in 20:22–23:33), and of the call to come up to Yahweh.
  2. 9 The Decalogue may not be included here because the people had heard those commands themselves earlier.
  3. 10 The text simply has “one voice” (קוֹל אֶחָד, qol ’ekhad); this is an adverbial accusative of manner, telling how the people answered—“in one voice,” or unanimously (see §118.q).
  4. 11 The verb is the imperfect tense (נַעֲשֶׂה, na’aseh), although the form could be classified as a cohortative. If the latter, they would be saying that they are resolved to do what God said. If it is an imperfect, then the desiderative would make the most sense: “we are willing to do.” They are not presumptuously saying they are going to do all these things.
  5. 12 The two preterites quite likely form a verbal hendiadys (the verb “to get up early” is frequently in such constructions). Literally it says, “and he got up early [in the morning] and he built”; this means “early [in the morning] he built.” The first verb becomes the adverb.
  6. 13 “under.”
  7. 14 The verb “arranged” is not in the Hebrew text but has been supplied to clarify exactly what Moses did with the twelve stones.
  8. 15 The thing numbered is found in the singular when the number is plural—“twelve standing-stone.” See §134.f. The “standing-stone” could be a small piece about a foot high, or a huge column higher than men. They served to commemorate treaties (Gen 32), or visions (Gen 28) or boundaries, or graves. Here it will function with the altar as a place of worship.
  9. 16 The construct has “young men of the Israelites,” and so “Israelite” is a genitive that describes them.
  10. 17 The verbs and their respective accusatives are cognates. First, they offered up burnt offerings (see Lev 1), which is וַיַּעֲלוּ עֹלֹת (vayya’alu ’olot); then they sacrificed young bulls as peace sacrifices (Lev 3), which is in Hebrew וַיִּזְבְּחוּ זְבָחִים (vayyizbékhu zévakhim). In the first case the cognate accusative is the direct object; in the second it is an adverbial accusative of product. See on this covenant ritual H. M. Kamsler, “The Blood Covenant in the Bible,” Dor le Dor 6 (1977): 94–98; E. W. Nicholson, “The Covenant Ritual in Exodus 24:3–8,” 32 (1982): 74–86.
  11. 18 The people and Yahweh through this will be united by blood, for half was spattered on the altar and the other half spattered on/toward the people (v. 8).
  12. 19 The noun “book” would be the scroll just written containing the laws of chaps. 20–23. On the basis of this scroll the covenant would be concluded here. The reading of this book would assure the people that it was the same that they had agreed to earlier. But now their statement of willingness to obey would be more binding, because their promise would be confirmed by a covenant of blood.
  13. 20 Heb “read it in the ears of.”
  14. 21 A second verb is now added to the people’s response, and it is clearly an imperfect and not a cohortative, lending support for the choice of desiderative imperfect in these commitments—“we want to obey.” This was their compliance with the covenant.
  15. 22 Given the size of the congregation, the preposition might be rendered here “toward the people” rather than on them (all).
  16. 23 The construct relationship “the blood of the covenant” means “the blood by which the covenant is ratified” (S. R. Driver, Exodus, ). The parallel with the inauguration of the new covenant in the blood of Christ is striking (see, e.g., Matt 26:28, 1 Cor 11:25). When Jesus was inaugurating the new covenant, he was bringing to an end the old.

ESVEnglish Standard Version

Moses came and told the people all the words of the Lord and all the rules. And all the people answered with one voice and said, “All the words that the Lord has spoken we will do.” And Moses wrote down all the words of the Lord. He rose early in the morning and built an altar at the foot of the mountain, and twelve pillars, according to the twelve tribes of Israel. And he sent young men of the people of Israel, who offered burnt offerings and sacrificed peace offerings of oxen to the Lord. And Moses took half of the blood and put it in basins, and half of the blood he threw against the altar. Then he took the Book of the Covenant and read it in the hearing of the people. And they said, “All that the Lord has spoken we will do, and we will be obedient.” And Moses took the blood and threw it on the people and said, “Behold the blood of the covenant that the Lord has made with you in accordance with all these words.”

NIVNew International Version (2011)

When Moses went and told the people all the Lord’s words and laws, they responded with one voice, “Everything the Lord has said we will do.” Moses then wrote down everything the Lord had said.

He got up early the next morning and built an altar at the foot of the mountain and set up twelve stone pillars representing the twelve tribes of Israel. Then he sent young Israelite men, and they offered burnt offerings and sacrificed young bulls as fellowship offerings to the Lord. Moses took half of the blood and put it in bowls, and the other half he splashed against the altar. Then he took the Book of the Covenant and read it to the people. They responded, “We will do everything the Lord has said; we will obey.”

Moses then took the blood, sprinkled it on the people and said, “This is the blood of the covenant that the Lord has made with you in accordance with all these words.”

CSBChristian Standard Bible

Moses came and told the people all the commands of the Lord and all the ordinances. Then all the people responded with a single voice, “We will do everything that the Lord has commanded.” And Moses wrote down all the words of the Lord. He rose early the next morning and set up an altar and twelve pillars for the twelve tribes of Israel at the base of the mountain. Then he sent out young Israelite men, and they offered burnt offerings and sacrificed bulls as fellowship offerings to the Lord. Moses took half the blood and set it in basins; the other half of the blood he splattered on the altar. He then took the covenant scroll and read it aloud to the people. They responded, “We will do and obey all that the Lord has commanded.”

Moses took the blood, splattered it on the people, and said, “This is the blood of the covenant that the Lord has made with you concerning all these words.”

NLTNew Living Translation

Then Moses went down to the people and repeated all the instructions and regulations the Lord had given him. All the people answered with one voice, “We will do everything the Lord has commanded.”

Then Moses carefully wrote down all the Lord’s instructions. Early the next morning Moses got up and built an altar at the foot of the mountain. He also set up twelve pillars, one for each of the twelve tribes of Israel. Then he sent some of the young Israelite men to present burnt offerings and to sacrifice bulls as peace offerings to the Lord. Moses drained half the blood from these animals into basins. The other half he splattered against the altar.

Then he took the Book of the Covenant and read it aloud to the people. Again they all responded, “We will do everything the Lord has commanded. We will obey.”

Then Moses took the blood from the basins and splattered it over the people, declaring, “Look, this blood confirms the covenant the Lord has made with you in giving you these instructions.”

LEBThe Lexham English Bible

And Moses came, and he told the people all the words of Yahweh and all the regulations. And all the people answered with one voice, and they said, “All the words that Yahweh has spoken we will do.”

And Moses wrote all the words of Yahweh, and he rose early in the morning, and he built an altar at the base of the mountain and set up twelve memorial stones for the twelve tribes of Israel. And he sent young men from the Israelites, and they offered burnt offerings, and they sacrificed sacrifices as fellowship offerings to Yahweh using bulls. And Moses took half of the blood, and he put it in bowls, and half of the blood he sprinkled on the altar. And he took the scroll of the covenant and read it in the hearing of the people, and they said, “All that Yahweh has spoken we will do, and we will listen.” And Moses took the blood and sprinkled it on the people, and he said, “Look, the blood of the covenant that Yahweh has made with you in accordance with all these words.”

And Moses wrote all the words of the Lord, and rose up early in the morning, and builded an altar under the hill, and twelve pillars, according to the twelve tribes of Israel. And Moses took half of the blood, and put it in basons; and half of the blood he sprinkled on the altar. And he took the book of the covenant, and read in the audience of the people: and they said, All that the Lord hath said will we do, and be obedient.
