19:10You must not shed innocent blood22 in your land that the Lord your God is giving you as an inheritance, for that would make you guilty.2319:11However, suppose a person hates someone else24 and stalks him, attacks him, kills him,25 and then flees to one of these cities. 19:12The elders of his own city must send for him and remove him from there to deliver him over to the blood avenger26 to die. 19:13You must not pity him, but purge out the blood of the innocent27 from Israel, so that it may go well with you.
Footnotes
- 22 Heb “innocent blood must not be shed.” The Hebrew phrase דָּם נָקִי (dam naqiy) means the blood of a person to whom no culpability or responsibility adheres because what he did was without malice aforethought ( דָּם 4.b).
- 23 Heb “and blood will be upon you” (cf. , ); “thereby bringing bloodguilt upon you.”
- 24 Heb “his neighbor.”
- 25 Heb “rises against him and strikes him fatally.”
- 26 The גֹאֵל הַדָּם (go’el haddam, “avenger of blood”) would ordinarily be a member of the victim’s family who, after due process of law, was invited to initiate the process of execution (cf. Num 35:16–28). See R. Hubbard, 1:.
- 27 Purge out the blood of the innocent. Because of the corporate nature of Israel’s community life, the whole community shared in the guilt of unavenged murder unless and until vengeance occurred. Only this would restore spiritual and moral equilibrium (Num 35:33).

lest innocent blood be shed in your land that the Lord your God is giving you for an inheritance, and so the guilt of bloodshed be upon you.
“But if anyone hates his neighbor and lies in wait for him and attacks him and strikes him fatally so that he dies, and he flees into one of these cities, then the elders of his city shall send and take him from there, and hand him over to the avenger of blood, so that he may die. Your eye shall not pity him, but you shall purge the guilt of innocent blood from Israel, so that it may be well with you.

NIVNew International Version (2011)
Do this so that innocent blood will not be shed in your land, which the Lord your God is giving you as your inheritance, and so that you will not be guilty of bloodshed.
But if out of hate someone lies in wait, assaults and kills a neighbor, and then flees to one of these cities, the killer shall be sent for by the town elders, be brought back from the city, and be handed over to the avenger of blood to die. Show no pity. You must purge from Israel the guilt of shedding innocent blood, so that it may go well with you.

CSBChristian Standard Bible
In this way, innocent blood will not be shed, and you will not become guilty of bloodshed in the land the Lord your God is giving you as an inheritance. But if someone hates his neighbor, lies in ambush for him, attacks him, and strikes him fatally, and flees to one of these cities, the elders of his city are to send for him, take him from there, and hand him over to the avenger of blood and he will die. Do not look on him with pity but purge from Israel the guilt of shedding innocent blood, and you will prosper.

NLTNew Living Translation
That way you will prevent the death of innocent people in the land the Lord your God is giving you as your special possession. You will not be held responsible for the death of innocent people.
“But suppose someone is hostile toward a neighbor and deliberately ambushes and murders him and then flees to one of the cities of refuge. In that case, the elders of the murderer’s hometown must send agents to the city of refuge to bring him back and hand him over to the dead person’s avenger to be put to death. Do not feel sorry for that murderer! Purge from Israel the guilt of murdering innocent people; then all will go well with you.

Do this so that innocent blood will not be shed in the midst of your land that Yahweh your God is giving to you as an inheritance and thereby bloodguilt would be on you.
But if someone hates his neighbor and lies in wait for him and rises up against him and murders him, and the murderer flees to one of these cities, then the elders of his city shall send and take him from there, and they shall give him into the hand of the avenger of blood, and he shall be put to death. Your eye shall not take pity on him, and you shall purge the guilt of innocent blood from Israel, so that good will be directed toward you.

KJV 1900King James Version
That innocent blood be not shed in thy land, which the Lord thy God giveth thee for an inheritance, and so blood be upon thee. But if any man hate his neighbour, and lie in wait for him, and rise up against him, and smite him mortally that he die, and fleeth into one of these cities: Then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die. Thine eye shall not pity him, but thou shalt put away the guilt of innocent blood from Israel, that it may go well with thee.
