Exodus 20:18–21
18 aAll the people perceived the 1thunder and the lightning flashes and the sound of the trumpet and the mountain smoking; and when the people saw it, they trembled and stood at a distance.
19 aThen they said to Moses, “Speak 1to us yourself and we will listen; but let not God speak 1to us, or we will die.”
20 Moses said to the people, “aDo not be afraid; for God has come in order bto test you, and in order that cthe fear of Him may 1remain with you, so that you may not sin.”
21 So the people stood at a distance, while Moses approached athe thick cloud where God was.

Exodus 20:18–21 — The New International Version (NIV)
18 When the people saw the thunder and lightning and heard the trumpet and saw the mountain in smoke, they trembled with fear. They stayed at a distance 19 and said to Moses, “Speak to us yourself and we will listen. But do not have God speak to us or we will die.”
20 Moses said to the people, “Do not be afraid. God has come to test you, so that the fear of God will be with you to keep you from sinning.”
21 The people remained at a distance, while Moses approached the thick darkness where God was.
