15–18The Angel continued, “The waters you saw on which the Whore was enthroned are peoples and crowds, nations and languages. And the ten horns you saw, together with the Beast, will turn on the Whore—they’ll hate her, violate her, strip her naked, rip her apart with their teeth, then set fire to her. It was God who put the idea in their heads to turn over their rule to the Beast until the words of God are completed. The woman you saw is the great city, tyrannizing the kings of the earth.”

ESVEnglish Standard Version

And the angel said to me, “The waters that you saw, where the prostitute is seated, are peoples and multitudes and nations and languages. And the ten horns that you saw, they and the beast will hate the prostitute. They will make her desolate and naked, and devour her flesh and burn her up with fire, for God has put it into their hearts to carry out his purpose by being of one mind and handing over their royal power to the beast, until the words of God are fulfilled. And the woman that you saw is the great city that has dominion over the kings of the earth.”

NIVNew International Version (2011)

Then the angel said to me, “The waters you saw, where the prostitute sits, are peoples, multitudes, nations and languages. The beast and the ten horns you saw will hate the prostitute. They will bring her to ruin and leave her naked; they will eat her flesh and burn her with fire. For God has put it into their hearts to accomplish his purpose by agreeing to hand over to the beast their royal authority, until God’s words are fulfilled. The woman you saw is the great city that rules over the kings of the earth.”

CSBChristian Standard Bible

He also said to me, “The waters you saw, where the prostitute was seated, are peoples, multitudes, nations, and languages. The ten horns you saw, and the beast, will hate the prostitute. They will make her desolate and naked, devour her flesh, and burn her up with fire. For God has put it into their hearts to carry out his plan by having one purpose and to give their kingdom to the beast until the words of God are fulfilled. And the woman you saw is the great city that has royal power over the kings of the earth.”

NLTNew Living Translation

Then the angel said to me, “The waters where the prostitute is ruling represent masses of people of every nation and language. The scarlet beast and his ten horns all hate the prostitute. They will strip her naked, eat her flesh, and burn her remains with fire. For God has put a plan into their minds, a plan that will carry out his purposes. They will agree to give their authority to the scarlet beast, and so the words of God will be fulfilled. And this woman you saw in your vision represents the great city that rules over the kings of the world.”

LEBThe Lexham English Bible

And he said to me, “The waters that you saw, where the prostitute is seated, are peoples and crowds and nations and languages. And the ten horns that you saw and the beast, these will hate the prostitute and will make her desolate and naked, and they will eat her flesh and will burn her up with fire. For God put into their hearts to carry out his purpose and to make a unanimous decision and to give their kingdom to the beast, until the words of God are fulfilled. And the woman that you saw is the great city that has sovereignty over the kings of the earth.

KJV 1900King James Version

And he saith unto me, The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues. And the ten horns which thou sawest upon the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire. For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled. And the woman which thou sawest is that great city, which reigneth over the kings of the earth.
