Numbers 7:87–88

87 all the cattle for the burnt offering twelve bulls, twelve rams, twelve male lambs in their first year,o and their grain offering; and twelve he-goats as a sin offering; 88 and all the cattle of the sacrifice of the fellowship offering twenty-four bulls, sixty rams, sixty he-goats, sixty male lambs in their first year.p These were the dedication of the altar after its anointing.

Numbers 7:87–88 — The New International Version (NIV)

87 The total number of animals for the burnt offering came to twelve young bulls, twelve rams and twelve male lambs a year old, together with their grain offering. Twelve male goats were used for the sin offering. 88 The total number of animals for the sacrifice of the fellowship offering came to twenty-four oxen, sixty rams, sixty male goats and sixty male lambs a year old. These were the offerings for the dedication of the altar after it was anointed.

Those were the offerings they brought to set the altar apart. The leaders brought them after the altar was anointed with oil.
