23Now the king of Aram’s servants said to him, “Their gods are gods of the hill country. pThat’s why they were stronger than we were. Instead, we should fight with them on the plain; then we will certainly be stronger than they will be. 24Also do this: remove each king from his position and appoint captains in their place. 25Raise another army for yourself like the army you lost—horse for horse, chariot for chariot—and let’s fight with them on the plain; and we will certainly be stronger than they will be.” The king listened to them and did so.
26In the spring, Ben-hadad mobilized the Arameans and went up to Aphek qto battle Israel.

ESVEnglish Standard Version
And the servants of the king of Syria said to him, “Their gods are gods of the hills, and so they were stronger than we. But let us fight against them in the plain, and surely we shall be stronger than they. And do this: remove the kings, each from his post, and put commanders in their places, and muster an army like the army that you have lost, horse for horse, and chariot for chariot. Then we will fight against them in the plain, and surely we shall be stronger than they.” And he listened to their voice and did so.
In the spring, Ben-hadad mustered the Syrians and went up to Aphek to fight against Israel.

Meanwhile, the officials of the king of Aram advised him, “Their gods are gods of the hills. That is why they were too strong for us. But if we fight them on the plains, surely we will be stronger than they. Do this: Remove all the kings from their commands and replace them with other officers. You must also raise an army like the one you lost—horse for horse and chariot for chariot—so we can fight Israel on the plains. Then surely we will be stronger than they.” He agreed with them and acted accordingly.
The next spring Ben-Hadad mustered the Arameans and went up to Aphek to fight against Israel.

NLTNew Living Translation
After their defeat, Ben-hadad’s officers said to him, “The Israelite gods are gods of the hills; that is why they won. But we can beat them easily on the plains. Only this time replace the kings with field commanders! Recruit another army like the one you lost. Give us the same number of horses, chariots, and men, and we will fight against them on the plains. There’s no doubt that we will beat them.” So King Ben-hadad did as they suggested.
The following spring he called up the Aramean army and marched out against Israel, this time at Aphek.

The servants of the king of Aram said to him, “Their gods are gods of the mountains, therefore they were stronger than we. Let us fight with them in the plain; surely we will be stronger than they. Do this thing: remove the kings each from his post, and put a governor in their place. You must muster an army for yourself as the army you have lost, and horses and chariots as the horses and chariots you lost, then we will fight them in the plain. Surely we will be stronger than they.” So he listened to their voice and did so.
It happened at the turning of the year that Ben-Hadad mustered Aram and went up to Aphek for the war with Israel.

And the servants of the king of Syria said unto him, Their gods are gods of the hills; therefore they were stronger than we; but let us fight against them in the plain, and surely we shall be stronger than they. And do this thing, Take the kings away, every man out of his place, and put captains in their rooms: And number thee an army, like the army that thou hast lost, horse for horse, and chariot for chariot: and we will fight against them in the plain, and surely we shall be stronger than they. And he hearkened unto their voice, and did so. And it came to pass at the return of the year, that Ben-hadad numbered the Syrians, and went up to Aphek, to fight against Israel.
