tn Heb “who keeps covenant and loyalty.” The syndetic construction of בְּרִית (bérit) and חֶסֶד (khesed) should be understood not as “covenant” plus “loyalty” but as an adverbial construction in which חֶסֶד (“loyalty”) modifies the verb שָׁמַר (shamar, “keeps”).
