3:21This one58 heaven must59 receive until the time all things are restored,60 which God declared61 from times long ago62 through his holy prophets. 3:22Moses said, ‘The Lord your God will raise up for you a prophet like me from among your brothers. You must obey63 him in everything he tells you.643:23Every person65 who does not obey that prophet will be destroyed and thus removed66 from the people.’673:24And all the prophets, from Samuel and those who followed him, have spoken about and announced68 these days. 3:25You are the sons of the prophets and of the covenant that God made with your ancestors,69 saying to Abraham, ‘And in your descendants70 all the nations71 of the earth will be blessed.’723:26God raised up73 his servant and sent him first to you, to bless you by turning74 each one of you from your iniquities.”75
Footnotes
- 58 Grk “whom,” continuing the sentence from v. 20.
- 59 The term must used here (δεῖ, dei, “it is necessary”) is a key Lukan term to point to the plan of God and what must occur.
- 60 Grk “until the times of the restoration of all things.” Because of the awkward English style of the extended genitive construction, and because the following relative clause has as its referent the “time of restoration” rather than “all things,” the phrase was translated “until the time all things are restored.” The time all things are restored. What that restoration involves is already recorded in the scriptures of the nation of Israel.
- 61 Or “spoke.”
- 62 Or “from all ages past.” From times long ago. Once again, God’s plan is emphasized.
- 63 Grk “hear,” but the idea of “hear and obey” or simply “obey” is frequently contained in the Greek verb ἀκούω (akouō; see L&N 36.14) and the following context (v. 23) makes it clear that failure to “obey” the words of this “prophet like Moses” will result in complete destruction.
- 64 A quotation from Deut 18:15. By quoting Deut 18:15 Peter declared that Jesus was the eschatological “prophet like [Moses]” mentioned in that passage, who reveals the plan of God and the way of God.
- 65 Grk “every soul” (here “soul” is an idiom for the whole person).
- 66 Or “will be completely destroyed.” In Acts 3:23 the verb ἐξολεθρεύω (exolethreuō) is translated “destroy and remove” by L&N 20.35.
- 67 A quotation from Deut 18:19, also Lev 23:29. The OT context of Lev 23:29 discusses what happened when one failed to honor atonement. One ignored the required sacrifice of God at one’s peril.
- 68 Or “proclaimed.” All the prophets … have spoken about and announced. What Peter preaches is rooted in basic biblical and Jewish hope as expressed in the OT scriptures.
- 69 Or “forefathers”; Grk “fathers.”
- 70 Or “in your offspring”; Grk “in your seed.” In your descendants (Grk “in your seed”). Seed has an important ambiguity in this verse. The blessing comes from the servant (v. 26), who in turn blesses the responsive children of the covenant as the scripture promised. Jesus is the seed who blesses the seed.
- 71 Or “families.” The Greek word πατριά (patria) can indicate persons of succeeding generations who are related by birth (“lineage,” “family”) but it can also indicate a relatively large unit of people who make up a sociopolitical group and who share a presumed biological descent. In many contexts πατριά is very similar to ἔθνος (ethnos) and λαός (laos). In light of the context of the OT quotation, it is better to translate πατριά as “nations” here.
- 72 A quotation from Gen 22:18.
- 73 Grk “God raising up his servant, sent him.” The participle ἀναστήσας (anastēsas) has been translated as a finite verb due to requirements of contemporary English style. Some translations (e.g., , ) render this participle as temporal (“when God raised up his servant”).
- 74 The picture of turning is again seen as the appropriate response to the message. See v. above. In v. 19 it was “turning to,” here it is “turning away from.” The direction of the two metaphors is important.
- 75 For the translation of plural πονηρία (ponēria) as “iniquities,” see G. Harder, 6:565. The plural is important, since for Luke turning to Jesus means turning away from sins, not just the sin of rejecting Jesus.

whom heaven must receive until the time for restoring all the things about which God spoke by the mouth of his holy prophets long ago. Heaven must receive him until the time comes for God to restore everything, as he promised long ago through his holy prophets. For Moses said, ‘The Lord your God will raise up for you a prophet like me from among your own people; you must listen to everything he tells you. Anyone who does not listen to him will be completely cut off from their people.’
“Indeed, beginning with Samuel, all the prophets who have spoken have foretold these days. And you are heirs of the prophets and of the covenant God made with your fathers. He said to Abraham, ‘Through your offspring all peoples on earth will be blessed.’ When God raised up his servant, he sent him first to you to bless you by turning each of you from your wicked ways.”

NLTNew Living Translation
For he must remain in heaven until the time for the final restoration of all things, as God promised long ago through his holy prophets. Moses said, ‘The Lord your God will raise up for you a Prophet like me from among your own people. Listen carefully to everything he tells you.’ Then Moses said, ‘Anyone who will not listen to that Prophet will be completely cut off from God’s people.’
“Starting with Samuel, every prophet spoke about what is happening today. You are the children of those prophets, and you are included in the covenant God promised to your ancestors. For God said to Abraham, ‘Through your descendants all the families on earth will be blessed.’ When God raised up his servant, Jesus, he sent him first to you people of Israel, to bless you by turning each of you back from your sinful ways.”

Whom the heaven must receive until the times of restitution of all things, which God hath spoken by the mouth of all his holy prophets since the world began. For Moses truly said unto the fathers, A prophet shall the Lord your God raise up unto you of your brethren, like unto me; him shall ye hear in all things whatsoever he shall say unto you. And it shall come to pass, that every soul, which will not hear that prophet, shall be destroyed from among the people. Yea, and all the prophets from Samuel and those that follow after, as many as have spoken, have likewise foretold of these days. Ye are the children of the prophets, and of the covenant which God made with our fathers, saying unto Abraham, And in thy seed shall all the kindreds of the earth be blessed. Unto you first God, having raised up his Son Jesus, sent him to bless you, in turning away every one of you from his iniquities.
