Numbers 27:12–17
12 The Lord said to Moses, “Go up into hthis mountain of Abarim and see the land that I have given to the people of Israel. 13 When you have seen it, you also ishall be gathered to your people, as your brother Aaron was, 14 jbecause you rebelled against my word in the wilderness of Zin when the congregation quarreled, failing kto uphold me as holy at the waters before their eyes.” (These are lthe waters of Meribah of Kadesh in the wilderness of Zin.) 15 Moses spoke to the Lord, saying, 16 “Let the Lord, mthe God of the spirits of all flesh, appoint a man over the congregation 17 who nshall go out before them and come in before them, who shall lead them out and bring them in, that the congregation of the Lord may not be oas sheep that have no shepherd.”

12 Then the Lord said to Moses, “Go up this mountain in the Abarim Range and see the land I have given the Israelites. 13 After you have seen it, you too will be gathered to your people, as your brother Aaron was, 14 for when the community rebelled at the waters in the Desert of Zin, both of you disobeyed my command to honor me as holy before their eyes.” (These were the waters of Meribah Kadesh, in the Desert of Zin.)
15 Moses said to the Lord, 16 “May the Lord, the God who gives breath to all living things, appoint someone over this community 17 to go out and come in before them, one who will lead them out and bring them in, so the Lord’s people will not be like sheep without a shepherd.”

15 Moses spoke to the Lord. He said, 16 “Lord, you are the God who creates the spirits of all people. Please appoint a man to lead this community. 17 Put him in charge of them. Tell him to take care of them. Then your people won’t be like sheep that don’t have a shepherd.”
