18Whereupon neither the first vvtestament was wdedicated without blood. 19For xwhen Moses had spoken every precept to all the people according to the law, yhe took the blood of zcalves and of goats, with awater, and abscarlet wool, and achyssop, and sprinkled both the book, and all the people, 20saying, dThis is the blood of the testament which God hath enjoined unto you. 21Moreover ehe sprinkled with blood both the tabernacle, and all the vessels of fthe ministry. 22And almost all things are by the law purged with blood; and gwithout shedding of blood is no remission. 23It was therefore necessary that hthe patterns of things in the heavens should be purified with these; but the heavenly things themselves with better sacrifices than these.

ESVEnglish Standard Version
Therefore not even the first covenant was inaugurated without blood. For when every commandment of the law had been declared by Moses to all the people, he took the blood of calves and goats, with water and scarlet wool and hyssop, and sprinkled both the book itself and all the people, saying, “This is the blood of the covenant that God commanded for you.” And in the same way he sprinkled with the blood both the tent and all the vessels used in worship. Indeed, under the law almost everything is purified with blood, and without the shedding of blood there is no forgiveness of sins.
Thus it was necessary for the copies of the heavenly things to be purified with these rites, but the heavenly things themselves with better sacrifices than these.

NIVNew International Version (2011)
This is why even the first covenant was not put into effect without blood. When Moses had proclaimed every command of the law to all the people, he took the blood of calves, together with water, scarlet wool and branches of hyssop, and sprinkled the scroll and all the people. He said, “This is the blood of the covenant, which God has commanded you to keep.” In the same way, he sprinkled with the blood both the tabernacle and everything used in its ceremonies. In fact, the law requires that nearly everything be cleansed with blood, and without the shedding of blood there is no forgiveness.
It was necessary, then, for the copies of the heavenly things to be purified with these sacrifices, but the heavenly things themselves with better sacrifices than these.

That is why even the first covenant was inaugurated with blood. For when every command had been proclaimed by Moses to all the people according to the law, he took the blood of calves and goats, along with water, scarlet wool, and hyssop, and sprinkled the scroll itself and all the people, saying, This is the blood of the covenant that God has ordained for you. In the same way, he sprinkled the tabernacle and all the articles of worship with blood. According to the law almost everything is purified with blood, and without the shedding of blood there is no forgiveness.
Therefore, it was necessary for the copies of the things in the heavens to be purified with these sacrifices, but the heavenly things themselves to be purified with better sacrifices than these.

NLTNew Living Translation
That is why even the first covenant was put into effect with the blood of an animal. For after Moses had read each of God’s commandments to all the people, he took the blood of calves and goats, along with water, and sprinkled both the book of God’s law and all the people, using hyssop branches and scarlet wool. Then he said, “This blood confirms the covenant God has made with you.” And in the same way, he sprinkled blood on the Tabernacle and on everything used for worship. In fact, according to the law of Moses, nearly everything was purified with blood. For without the shedding of blood, there is no forgiveness.
That is why the Tabernacle and everything in it, which were copies of things in heaven, had to be purified by the blood of animals. But the real things in heaven had to be purified with far better sacrifices than the blood of animals.

Therefore not even the first covenant was ratified without blood. For when every commandment had been spoken by Moses to all the people according to the law, he took the blood of calves with water and scarlet wool and hyssop and sprinkled both the scroll itself and all the people, saying,
“This is the blood of the covenant that God has commanded for you.”
And likewise he sprinkled both the tabernacle and all the utensils of service with the blood. Indeed, nearly everything is purified with blood according to the law, and apart from the shedding of blood there is no forgiveness.
Therefore it was necessary for the sketches of the things in heaven to be purified with these sacrifices, but the heavenly things themselves to be purified with better sacrifices than these.
