ESVEnglish Standard Version
After they had eaten and drunk in Shiloh, Hannah rose. Now Eli the priest was sitting on the seat beside the doorpost of the temple of the Lord. She was deeply distressed and prayed to the Lord and wept bitterly. And she vowed a vow and said, “O Lord of hosts, if you will indeed look on the affliction of your servant and remember me and not forget your servant, but will give to your servant a son, then I will give him to the Lord all the days of his life, and no razor shall touch his head.”
As she continued praying before the Lord, Eli observed her mouth. Hannah was speaking in her heart; only her lips moved, and her voice was not heard. Therefore Eli took her to be a drunken woman.

NIVNew International Version (2011)
Once when they had finished eating and drinking in Shiloh, Hannah stood up. Now Eli the priest was sitting on his chair by the doorpost of the Lord’s house. In her deep anguish Hannah prayed to the Lord, weeping bitterly. And she made a vow, saying, “Lord Almighty, if you will only look on your servant’s misery and remember me, and not forget your servant but give her a son, then I will give him to the Lord for all the days of his life, and no razor will ever be used on his head.”
As she kept on praying to the Lord, Eli observed her mouth. Hannah was praying in her heart, and her lips were moving but her voice was not heard. Eli thought she was drunk

On one occasion, Hannah got up after they ate and drank at Shiloh. The priest Eli was sitting on a chair by the doorpost of the Lord’s temple. Deeply hurt, Hannah prayed to the Lord and wept with many tears. Making a vow, she pleaded, “Lord of Armies, if you will take notice of your servant’s affliction, remember and not forget me, and give your servant a son, I will give him to the Lord all the days of his life, and his hair will never be cut.”
While she continued praying in the Lord’s presence, Eli watched her mouth. Hannah was praying silently, and though her lips were moving, her voice could not be heard. Eli thought she was drunk

NLTNew Living Translation
Once after a sacrificial meal at Shiloh, Hannah got up and went to pray. Eli the priest was sitting at his customary place beside the entrance of the Tabernacle. Hannah was in deep anguish, crying bitterly as she prayed to the Lord. And she made this vow: “O Lord of Heaven’s Armies, if you will look upon my sorrow and answer my prayer and give me a son, then I will give him back to you. He will be yours for his entire lifetime, and as a sign that he has been dedicated to the Lord, his hair will never be cut.”
As she was praying to the Lord, Eli watched her. Seeing her lips moving but hearing no sound, he thought she had been drinking.

LEBThe Lexham English Bible
Then Hannah got up after eating and drinking at Shiloh. (Now Eli the priest was sitting on his chair by the doorpost of the temple of Yahweh.) She was deeply troubled, so she prayed to Yahweh and wept bitterly. She made a vow and said: “O Yahweh of hosts, if you will look with compassion on the misery of your female servant, and will remember me, and not forget your female servant, and will give to your female servant a male child then I will give him to Yahweh all the days of his life, and a razor will never pass over his head.” While she continued to pray before Yahweh, Eli was observing her mouth. Now Hannah had been speaking in her heart; her lips were moving, but her voice could not be heard, so Eli considered her to be drunk.
