Fines [Heb. vb. ʿānaš (Ex. 21:22; Dt. 22:19; Prov. 17:26; Am. 2:8)]; AV BE SURELY PUNISHED, AMERCE IN, PUNISH, CONDEMN, Monetary penalties, often added to other forms of punishment, were assessed in biblical times both as compensation for hurt, loss, or damage and as a deterrent to criminal behavior.

MULCTED<mulk’-ted> (עָנַשׁ‎ [̀anash], “to be punished,” “fined”): “The simple pass on, and are mulcted” (Prov 22:3 the Revised Version margin, the Revised Version (British and American) “suffer for it,” the King James Version “are punished”).
