21 In the Law it is written, “By people of strange tongues and by the lips of foreigners will I speak to this people, and even then they will not listen to me, says the Lord.” 22 Thus tongues are a sign not for believers but for unbelievers, while prophecy is a sign not for unbelievers but for believers. 23 If, therefore, the whole church comes together and all speak in tongues, and outsiders or unbelievers enter, will they not say that you are out of your minds?

21 In the law it is written, With men of other tongues and other lips will I speak unto this people; and yet for all that will they not hear me, saith the Lord. 22 Wherefore tongues are for a sign, not to them that believe, but to them that believe not: but prophesying serveth not for them that believe not, but for them which believe. 23 If therefore the whole church be come together into one place, and all speak with tongues, and there come in those that are unlearned, or unbelievers, will they not say that ye are mad?

and through the mouths of foreigners 

I will speak to these people, 

but even then they will not listen to me, 

says the Lord.” 

22 So the gift of speaking in other languages is a sign for unbelievers, not for believers. The gift of speaking what God has revealed is a sign for believers, not for unbelievers. 23 Suppose the whole congregation gathers in the same place and you speak in other languages. When outsiders or unbelievers come in, won’t they say that you’re out of your mind?
