Romans 13:5–6

5 Wherefore be subject of necessity: not only for wrath, but also for conscience’ sake.

6 For therefore also you pay tribute. For they are the ministers of God, serving unto this purpose.

Romans 13:5–6 — The New International Version (NIV)

Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.

This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing.
