Romans 13:1–5
Let every asoul bbe subject unto the higher powers. For cthere is no power but of God: the powers that be are ||dordained of God. 2 Whosoever therefore resisteth bthe power, resisteth the ordinance of God: and they that resist shall receive to themselves dddamnation. 3 For rulers are not a terror to egood works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and fthou shalt have praise of the same: 4 For he is gthe minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is gthe minister of God, a revenger to execute wrath upon him that doeth evil. 5 Wherefore hye must needs be subject, not only for wrath, but also ifor conscience sake.

Romans 13:1–5 — The New International Version (NIV)
1 Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. 2 Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. 3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended. 4 For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer. 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.

The governments which exist have been put in place by God. 2 Therefore, whoever resists the government opposes what God has established. Those who resist will bring punishment on themselves.
3 People who do what is right don’t have to be afraid of the government. But people who do what is wrong should be afraid of it. Would you like to live without being afraid of the government? Do what is right, and it will praise you. 4 The government is God’s servant working for your good.
But if you do what is wrong, you should be afraid. The government has the right to carry out the death sentence. It is God’s servant, an avenger to execute God’s anger on anyone who does what is wrong. 5 Therefore, it is necessary for you to obey, not only because you’re afraid of God’s anger but also because of your own conscience.

1 All of you must be willing to obey completely those who rule over you. There are no authorities except the ones God has chosen. Those who now rule have been chosen by God. 2 So when you oppose the authorities, you are opposing those whom God has appointed. Those who do that will be judged.
3 If you do what is right, you won’t need to be afraid of your rulers. But watch out if you do what is wrong! You don’t want to be afraid of those in authority, do you? Then do what is right. The one in authority will praise you. 4 He serves God and will do you good. But if you do wrong, watch out! The ruler doesn’t carry a sword for no reason at all. He serves God. And God is carrying out his anger through him. The ruler punishes anyone who does wrong.
5 You must obey the authorities. Then you will not be punished. You must also obey them because you know it is right.
