Galatians 4:23–26
23 But uhe who was of the bondwoman was born after the flesh; twbut he of the freewoman was by promise. 24 Which things are an allegory: for these are the two ||covenants; xthe one from the mount †Sinai, which gendereth yto bondage, which is Agar. 25 For this Agar is mount Sinai in zArabia, and ||answereth to Jerusalem which now is, and yis in bondage with her children. 26 But aJerusalem which is above is free, which is the mother of us all.

Galatians 4:23–26 — The New International Version (NIV)
23 His son by the slave woman was born according to the flesh, but his son by the free woman was born as the result of a divine promise.
24 These things are being taken figuratively: The women represent two covenants. One covenant is from Mount Sinai and bears children who are to be slaves: This is Hagar. 25 Now Hagar stands for Mount Sinai in Arabia and corresponds to the present city of Jerusalem, because she is in slavery with her children. 26 But the Jerusalem that is above is free, and she is our mother.

The first woman, Hagar, represents Mount Sinai where people received the law that enslaved them. 25 And now Jerusalem is just like Mount Sinai in Arabia, because she and her children live in slavery to the law. 26 But the other woman, Sarah, represents the heavenly Jerusalem. The mother named Hagar is like that agreement. 25 She is like Mount Sinai in Arabia and is a picture of the earthly city of Jerusalem. This city and its people are slaves to the law. 26 But the heavenly Jerusalem, which is above, is like the free woman. She is our mother.
