Joshua 7:2–4 — The New International Version (NIV)

Now Joshua sent men from Jericho to Ai, which is near Beth Aven to the east of Bethel, and told them, “Go up and spy out the region.” So the men went up and spied out Ai.

When they returned to Joshua, they said, “Not all the army will have to go up against Ai. Send two or three thousand men to take it and do not weary the whole army, for only a few people live there.” So about three thousand went up; but they were routed by the men of Ai,

They came back to Joshua and told him, “You don’t need to send all the troops. Only about two or three thousand men are needed to destroy Ai. Don’t tire the troops out by sending all of them. There are only a few troops in Ai.” 

So about three thousand men were sent. However, they fled from the men of Ai.

Then they returned to Joshua. They said, “The whole army doesn’t have to go up and attack Ai. Send only two or three thousand men. They can take the city. Don’t make the whole army go up there. Ai only has a few men.”

So only about 3,000 men went up. But the men of Ai drove them away.
