Ezra 6:16–18

16 And the people of Israel, the priests and the Levites, and the rest of the returned exiles, celebrated the idedication of this house of God with joy. 17 They offered at the dedication of this house of God 100 bulls, 200 rams, 400 lambs, and as a sin offering for all Israel j12 male goats, according to the number of the tribes of Israel. 18 And they set the priests kin their divisions and the Levites lin their divisions, for the service of God at Jerusalem, mas it is written in the Book of Moses.

Ezra 6:16–18 — The New International Version (NIV)

16 Then the people of Israel—the priests, the Levites and the rest of the exiles—celebrated the dedication of the house of God with joy. 17 For the dedication of this house of God they offered a hundred bulls, two hundred rams, four hundred male lambs and, as a sin offering for all Israel, twelve male goats, one for each of the tribes of Israel. 18 And they installed the priests in their divisions and the Levites in their groups for the service of God at Jerusalem, according to what is written in the Book of Moses.

As a sin offering for the whole nation of Israel, the people sacrificed 12 male goats. One goat was sacrificed for each tribe in Israel.

18 The priests were appointed to their companies. And the Levites were appointed to their groups. All of them served God at Jerusalem. They served him in keeping with what is written in the Scroll of Moses.
